Governor P Sathasivam has said that the Government will implement the Right to Internet to ensure that everyone has a certain amount of bandwidth to utilise online services through a single delivery gateway linking up databases of various departments.
The pace of implementation of e-governance initiatives especially the national and state mission mode projects will be stepped up by revamping the district e-governance societies and revitalising the virtual IT Cadre in all the departments, The Governor said in his annual address to the Kerala Assembly on Thursday.
The Government proposes set up a fibre network capable of providing high speed broadband connectivity to government establishments and households will be put in place. More Wi-Fi Hotspots will be provided in Public areas. Along with electrification of 100 per cent of the households in the state, efforts will be made to ensure that all houses with electricity has internet connection too.
As part of the development of Technopark, the construction of the Technocity with new IT building with 2lakh sq. ft. and infrastructure, the Knowledge City Development andinfrastructure for 'walk to work' Downtown project by Taurus in Phase 3 Campus are in progress. Infopark, Kochi, is geared to meet the target of creating 100,000 IT jobs by 2020 by providing cost effective and energy efficient layouts for small, medium and large IT companies. The second phase of Cyberpark in Kozhikode will commence soon.
"We are proposing to set up 12 hardware Parks inKerala, including three mobile phone manufacturing parks. My Government will create more jobs by setting apart more urban spaces for non-polluting industries. Kerala State Information Technology Infrastructure Limlted (KSITIL) will be the Special Purpose Vehicle (SPV) forimplementing the project of linking Engineering Colleges through Tele Presence Solutions tomain IT Hubs in the State
To provide wired connectivity to all Government offices, an ambitious plan was launched, using the distribution infrastructure of Kerala STate Electricity Board Ltd. This infrastructure will be used to connect all Schools in Kerala as well.Another proposal mooted by Sathasivam is the establishment of Japanese and Korean Industrial cluster in lozhikode with focus on hardware and robotics. TheGovernment will introduce new schemes such as Innovation Fund, Technology Commercialisationb Platform, Open Innovation Collaboration Space, Kerala Specific Angel Fund. It would promote 1000 innovative ideas for the development of entrepreneurships in the State that would give a big boost to start-ups.
